Because the demand for Texas Department of Aging and Disability Services community-based services and supports often outweighs available resources, applicants' names may be placed on an interest list until services are available. However, some needs may be met through other programs until an applicant's name comes to the top of the list.
Applicants are placed on interest lists on a first-come, first-served basis. When a person's name comes to the top of the list, he or she will be contacted by a caseworker. If the caseworker determines that the individual is eligible, the individual will need to choose a provider to deliver services, if he or she has not already done so.
DADS received significant funding from the 80th Texas Legislature (2007) to serve additional persons from the Medicaid waiver and non-Medicaid community services interest lists. House Bill 1 provides $71.5 million in general revenue funds to address the interest lists at DADS.
Interest lists for community-based programs are managed either locally or statewide, depending on the program. The programs are:
- Community Based Alternatives (CBA)
- Community Living Assistance and Support Services (CLASS)
- Deaf/Blind with Multiple Disabilities (DBMD)
- Home and Community Services (HCS)
- Medically Dependent Children's Program (MDCP)
Allocations are based on available funding. Consumers who have been on the interest lists the longest are enrolled first. Enrollment is done by:
- DADS regional employees
- Mental Retardation Authorities
- CLASS providers
- DBMD
Medicaid Waiver Program Authorized Slots for Fiscal Year 2008 DADS was appropriated funds in the 2008-2009 biennium to authorize enrollment for 4,993 people in Medicaid waiver program services. The appropriation was to reduce the interest lists for the Medicaid waiver programs operated by DADS.
For the CLASS, DBMD HCS, MDCP programs, offers are made on a first-come, first-served basis from the statewide interest list. For the CBA program, offers are made from regionally maintained interest lists on a first-come, first-served basis. Texas Home Living (TxHmL) and the Consolidated Waiver Program, which is in Bexar County only, do not have independent interest lists. TXHmL offers are made from the HCS interest list; CWP offers are only made when a CWP vacancy is available.
The following number of interest list slots will be available in FY 2008.
- CBA *— 650 individuals
- CLASS — 293 individuals
- DBMD — 8 individuals
- HCS** Program — 1,338 individuals
- MDCP — 208 individuals
*DADS will continue to offer CBA to individuals from the CBA interest list as vacancies occur in the program during fiscal year 2008 at an estimated rate of 400 to 500 per month.
